Late Posting Affected Handicap and Match Result

Two players at our club had a match on Saturday.  Player A won 2 & 1. Afterwards, player B discovered that player A had played a round on Friday that they did not post until after the Saturday match. Had player A posted on Friday, his handicap for the match would have been one stroke less. And without that stroke the match score would have been player A one up after 17 holes, instead of winning on the 17th hole. 

Rules of Handicapping recommend posting the same day, but do not address this situation.  (That I can find.)

The player didn’t break any rules but it’s pretty scummy. Your Committee should require that all prior scores should be posted before the match day or otherwise specify when the cutoff date is.

Unfortunate for your friend, but sadly within the rules (and I agree, it's scummy of the person who did this).

The handicap committee might want to revise this going forward.  I am pretty sure my club has a similar rule to the one @iacassuggests, for exactly this reason.

I think it matters whether the player did this knowingly or inadvertently. It is addressed in rule 4.3:

Note: The Handicap Committee should investigate any repeated occurrence of a player failing to submit a score in a timely manner (see Rule 7.1 Handicap Committee).

If there is no evidence that the player has acted for the purpose of gaining an unfair advantage, all scores submitted in the intervening period should stand for handicap purposes.
