Sure he does. When he uses it, the definition is whatever he thinks it means when he says it. Ill take him at his word. But it doesn't matter anymore ... He's moved on, we should too. :)

It's a practice green, dopey, not a miniaure golf course.

I have noticed that a lot of clubs and particulatly public courses have discontinued the practice of having numbered flags on putting green holes. I think having numbers 1-9 or 1-18 encourages players to play the holes in a "rota".

The most annoying guy I played with last year never go the pin when out group got to the green.  If you are closest to the pin or are walking by the pin take it out.  The guy went out of his way to look at us and wait for someone to take it out.  Annoying and annoying.
