Yes there is.  From the definitions in The Rules:

Teeing Ground

The "teeing ground" is the starting place for the hole to be played. It is a rectangular area two club-lengths in depth, the front and the sides of which are defined by the outside limits of two tee-markers. A ball is outside the teeing ground when all of it lies outside the teeing ground.

Also, given that some tee boxes are not in the best of condition, the rules only state that the ball must be within the rectangular area. However, you may stand outside of it. While this is more obvious near the tee markers, it can get a bit dicey as one approaches the two club lengths back from them.

Normal driver length is 45 inches so get 90 inches, or about 2.5 yards. For me I would just pace off two steps and that would be my max. No need to even get close to that. I would hate to have an issue where some douche decided to challenge if I was over 2 club lengths away from the tee markers. Most people are not going to have 3.5-4 FT stride.

You've already had the right advice, 2 club lengths behind the marker.  To be honest, I've seen lots of guys push the limit in getting too close to the hole, but I've never seen anyone who looks like he's teeing off too far behind the markers.  I'll sometimes go back 5 or 6 feet if I'm between clubs.  Its a mental trick, if I'm just a little farther away I feel like I can swing the longer club more "full" without worrying about going long.

I've come close once because I just wanted the angle on the hole. There was tree issues and I just felt better if I went to the far back corner possible in that rectangle. Besides that, I've come close to being in front of the tee before.

      I'm not sure you're calculating the number of strokes you would need to give correctly. The way I figure it, a 6.9 index golfer playing from tees that are rated 70.8/126 would have a course handicap of 6. A 20-index golfer playing from tees that are rated 64/106 would have a course handicap of 11. Therefore, based on the example above, assuming this is the same golf course and these index & slope numbers are based on the different tees, you should only have to give 5 strokes (or one stroke on the five most difficult holes if match play) not 6. Regardless, I get your point...the average golfer has no understanding of how the system works and trying to explain it to people, who haven't bothered to read the documentation provided by either the USGA or the R&A, is hopeless. In any case, I think the WHS as it currently is, does the best job possible of leveling the playing field and I think most golfers (obviously, based on the back & forth on this thread, not all golfers) at least comprehend that.

      Yes it's true in a large sample like a tournament a bunch of 20 handicaps shouldn't get 13 strokes more than you. One of them will have a day and win. But two on one, the 7 handicap is going to cover those 13 strokes the vast majority of the time. 20 handicaps are shit players. With super high variance and a very asymmetrical distribution of scores. Yes they shoot 85 every once in a while. But they shoot 110 way more often. A 7 handicap's equivalent is shooting 74 every once in a while but... 86 way more often?
