Tour Tempo has an app and a choice of different tempos to find what fits you.

Yes, as a matter of fact just started. I use a metronome during my swing.

3-1 the downswing is possibly faster than the '1' part, but generally my downswing begins at the start and finish happens at the end of that beat.

Good tempo comes from good mechanics. Golfers have different tempo's. You wouldn't tell Nick Price to swing like Ernie Els.

The 3:1 ratio is from address to A4 for the first aspect and from A4 to impact for the second aspect. You should be hearing that beat when you hit the ball.

That's what Tour Tempo is about, though. Different pros work in different speeds but the 3:1 ratio is still the same.

It’s not. 3:1 is an average not an absolute. 

I read on a site that Nick Price was closer to 2.8:1 and Ernie was like 3.2:1. 

I still stand by that tempo is a product of mechanics. If your head is moving all over the place you will not have good tempo.

I've seen a lot of benefit using a metronome.  My pro got me into it.  It's great imo for pitching the ball also.

Is it? I haven't read the book in a while. I don't even know where it is at the moment. I honestly don't care enough to go look for it; it's an interesting concept but I don't completely buy their theory because as you said:

I think if you have decent mechanics, working on tempo can help with some minor things, but working on tempo as a primary focus is not going to improve your mechanics.
