I know pros are fined if they curse on tv and its caught. Say an amateur is getting a lot of tv time and lets out an f bomb. Can he get fined?

That's through the PGA Tour, so… no. They're not a member of the PGA Tour.

The answer was already given: they can't be fined, as they're not members of the PGA Tour, and they don't sign anything stating that they agree to be subject to fines.

As of 2016 anyway.

Is the Masters run by the PGA?

Amateurs play in a number of tournaments not run by the PGA. The Open Championship and the USGA Open for starters.

They aren't fined by the USGA or Augusta National. Pretty sure the R&A ain't running around fining players - amateurs or otherwise - either.

While the PGA tour certainly wouldn't fine an amateur, there is a pretty decent chance that an amateur who was making a habit of swearing on TV would be reprimanded in some way. I would imagine most likely by their national golf union, or in the US, perhaps the USGA or the state golf association. Most likely it wouldn't be a financial penalty, but rather more likely losing the ability to enter tournaments or play representatively. If you are good enough to be on TV regularly, the likelihood would be that losing out on those opportunities may wind up costing you more than the PGA Tour would have fined you anyway.

Note that the above is all speculation and I imagine it would have to be pretty egregious before they would do that. Said union or association would be hurting themselves too in the process, so take that for what you will.

Absolutely, and it'd start with the network airing the event: they'd show you less frequently, on tape delay only, would cut the audio, etc.

And if it's not being aired, they'd still risk being punished in some way.

My point is that you were implying that the PGA was the only body which has amateurs playing in their competitions and there for the question about fines was only relevant to them.

There are other organisations and I agree they probably do not apply fines to amateurs. They will certainly have a sanctioning policy, probably affecting future entry. The R&A certainly has.

Yeah, no, I wasn't implying that… not the least reason for which is that I said the PGA Tour. I simply didn't mention the other groups who put on tournaments, mostly because they likely have no real method for fining players either.

    • Played Sunday and implemented the Mayo spinner. Hit my second shot long and left on three to a bare lie. I have seen this shot to a tucked pin but I don’t swing across it enough and hit it too far with a ton of spin but it rolled into the bunker. I pulled my approach short and left on ten to a horrible lie with about 3’ of rise to a tucked pin maybe 5’ on the green. Ball is in a damp lie with debris behind and in front of the ball. Hit it to 3.5’ but horseshoed the putt around the right edge, which was a common miss. I hooked my tee shot into an unplayable lie in the hazard on the left side of the par 5 16th. Hit a great recovery that rolled to about 45 yards short of the back right pin. Hit the spinner over a bumpy green that rolled just over the ridge to 3’. Sank the straight 2.5’ putt. Felt like I had good control of these shots!
