Reverse mulligan? This is different. Reverse ambrose would have just seen your opponents make you use your team mates shot from 3 feet. But to hit the shot again, this seems like a silly format....

Read the scenario more carefully.  Their opponents used mulligans for both shots.  They had 2 mulligans to use and they expended both on the same hole.

It seems like a really quirky event.  I read it as each man has 2 mulligans, so the team has 4.  I think that only 1 mulligan needed to be called.  The way I see it(I am probably wrong) is that the 2 approach shots only count as 1 shot since they would only be playing from 1 spot once they would have picked the best one.  Therefor that mulligan cancels out both shots.  If it were a best ball tournament and not a scramble your scenario would seem more likely IMO.  Of course this is all speculation since there is limited info in the OP and we weren't there.

It's not very clearly explained, but that is the only way that it could have played out given the results he posted.  I read it as a two man better ball comp, with each player playing his own ball then taking the best score as the team score, and as each team getting 2 reverse mulligans.  Maybe Big Joe will drop back by and give us a better explanation.

I think how many reverse mulligans are require would depend upon the format being played.  If a selective shot (scramble) format one reverse mulligan would cancel both shots since you would select the holed shot I expect.   But if playing fourball (best or better ball) format then you would have to use 2 reverse mulligans to cancel both shots.  But while these tournaments with "different" rules are around the Pro shop or sponsor should have issued a rules sheet for the participants.

The bolded parts below leads me to believe that this was a scramble event.

The way the format worked for us was that 1 reverse mulligan cancelled both shots and then one of the 2 players took the mulligan shot.   Each player had to take 2 of the mulligan shots.

I absolutely would have done the same thing.  Another fellow had his sand shot (green side bunker) called back for holing out.  It was a fun format and really tested your grit.

Guys, both shots in our format get called back, and then one of the players has to replay the shot, with only 1 shot being replayed.   Hole outs etc could be recalled.   Both players per team had 2 reverse mulligans to use and had to play 2 of the re-play shots once a reverse mulluigan was called.
