There's really nothing that can really be done about it. If a player wants to purposely dump shots, or adds shots to his score, or plays other courses and just happens to always have a bad

round, he really can't be stopped.

I see it all the time, good players get tired of losing to net birdies and "career" rounds during tournaments so they don't turn in their low scores and it just snowballs.

That is a really good point.. no one can stop someone from purposely duffing a chip.. At the very least no one can ever prove it.. "Heeeyy, did you just purposely duff that shot?".. umm "No, of course not!"

Then they proceed to duff 5 of them in a round :) , unless it is a tournament and boom they are 5 strokes better than usual :)

I disagree. I think most golfers are honest, and sandbagging is a bit of a long con that most people don't bother playing out. Plus, they know they're going to establish a reputation.

We rarely have threads on sandbagging.

One way to stop sandbagging is to only play gross score events.

If the golfer wants to shoot a practice round, I suppose that he can tell the starter and the starter will enter it as such.

I think it's not a bad idea to have a record of every round. Maybe attach a P to practice rounds? Would this type of thing work? This way every round a golfer plays is recorded, but only the non-P ones get added to the handicap?

a) most golfers don't have handicaps

b) most courses don't have starters

Let's get back to the topic though eh? This one's pretty specific.

This brings up a question though:  Since everything is done by computers now, and the USGA guidelines for re-rating are not optional, why do they leave it up to handicapping committees to make these adjustments?  Why doesn't it happen automatically with the software once the scores are entered?

The Tournament score adjustment is, as far as I know, automatically done on GHIN without any intervention of the Handicap Committee.  But there are other potential adjustments that are not so cut and dried mechanical which the Handicap Committee still must exercise judgement over.

The thing this example shows is that the British model of only using competition scores for handicap purposes is far from sandbagger-proof.  Different competitions will have different values to players.  It is still pretty simple, for the black-hearted, to sandbag in the competitive events that are low importance and then play their best in the important ones.
