That is a drivable green. I have seen others shoot at the green while people are on it!

Of course no one exits the green by walking back into the fairway!

Haha, I kind of figured the locals would know the course and hole I was talking about. :-$

The other day I was playing and I pulled a shot badly toward an adjacent hole. One of the players there was in the rough between the two holes, probably closer to our fairway than his own. I could see as the ball was in the air that it was not going to hit him but it was pretty close and it missed him by about 10 yards. In an instance like that, I chose not to yell "fore" because I knew he was not going to get hit and I didn't want him panicking and running toward the ball. As I walked up, He was livid and bitched at me for not yelling "fore". I explained my motive but it didn't help. He said that if he ran into the ball, so be it, and it scared the you-know-what out of him when it zipped past.

I still would do the same thing. The last thing I wanted to do was hit him.

In these instances, I always yell, "fore," to let them know a ball is coming near them.  Even if I think the ball isn't going to hit them, I could be wrong so I'd rather they do what they feel is appropriate when they hear someone yelling, "fore."  Also, people can be irrational and if they think I didn't follow proper protocol by letting them know my ball was coming near them, and they're irrational or crazy, who knows what it might escalate to.

I call "fore" in that situation, too.   Here's the thing.   Almost everyone I know don't start running when they hear "fore."  Some will turn around to look, others will duck, etc...  but I haven't seen anyone start running.   However, I have seen many golfers who get pissed when you don't call "fore."    You also don't know how the ball is going to bounce.  It can hit a sprinkler in weird way and bounce into someone unexpectedly.   Call "fore" when in doubt.  That's what I do.
