Ball on Putting Surface and Marked but left in way of Competitor off the Green

We all hit tee shots into a par 3 with my ball settling just off the front putting surface.  A ball on the green was directly between my ball and the cup, in line of play.  As I studied my shot the player stood over his ball for a while then placed a marker and left both on the green after someone else prodded them that I was trying to come up.   I never asked for the ball to be marked or removed.  Being on the green he could have marked and lifted the ball.  I played up and around the ball left towards the cup for par.  He proceeded to play his ball for birdie during the Blitz.  No penalty for anyone since I did not ask him for relief, and I did not hit his ball.   Again he was on the green anyway so he could have lifted it after marking.  But I think he simply tried to stymie me.  Am I correct about the ball marking and/or penalty?  No one probably knows what he was thinking.  But I had birdied the previous hole 3.  He didn't look happy.

I'm not sure why he would have left his ball there, possibly a brain fart, possibly trying to get in your head.  You certainly could have required him to lift it, if you chose to.  He didn't have to on his own, but you can "have it lifted".  See Rule 22-2.

See Rule 22-2 which will inform you of your rights:

Except when a ball is in motion, if a player considers that another ball might interfere with his play, he may have it lifted.

Yep.

There would also have not been a penalty if you had hit his ball, as you were off the green.

I joined a group some years ago and they had a group rule not to mark any balls until everyone was on the green. I went along with it, but feel if you are on the green and someone is still off and your ball is in the way or close to his or her line I ask if they want it marked.

So… they all agreed to waive the rules, and would all be DQed.

(Not that it matters in casual rounds.)

Yea,  thanks for the feedback.   Next time I'll ask for it to be marked and moved.  Then if not, a penalty may be imposed.  Not that I'd make it.  But I'd at least give my self a better chance.
