Are the Bettinardi and/or Scotty Cameron putters really that much better than all the others or is it personal preference?

There is no more personal item, in the golf bag, than a putter.  That may not be true but bear with me.  If you putt great, with a hot dog on a stick, you should putt with a hot dog on a stick.  There are all manner of expensive, and inexpensive, putters that people do just fine with.  It matters more that a putter fits your stroke than it does how much it costs.  That being said...finding out what sort of putter is best for your putting motion is well worth the time and expense.  Just don't buy into the idea that a more expensive putter is better than a less expensive one.  It may be...but not because you paid more for it.

I don't think Hot Dogs on sticks are USGA conforming.   You probably should not put with a Hot Dog on a stick.  Or, at least, not in tournament play.   😉

Definitely personal preference. A lot of bettinardi's and scotty's putter designs are similar to other brands. Getting properly fitted will have a much bigger impact.

It's absolutely personal preference.  Jim Furyk won the FedEx Cup a few years ago with a putter he got in the $39 used bin at a golf shop.  I know plenty of players who shoot high scores with expensive putters.  I've used six putters in my time, only two were name brand, and the two I putted the best with are ones I've never seen in a store (Mantis and Edel).

The other four were a Ping, a Fisher, a Cleveland, and a Maltby.

Are Cameron's and Bettinardi's "better?"  Maybe they're made more precisely and have a certain elitist appeal, but "better?"  That's pretty subective.   It's "better" putter if you start draining more putts !!  Confidence is the key.  If you have confidence in your putter, then you'll probably putt well with it.  I will qualify that by saying the type putter you use should be compatible with your putting stroke.  If you have a putter with the wrong head style, shaft style, length, or lie, that are incompatible with your stoke, you will be fighting an uphill battle. Other than that, make, model, design, look, brand....doesn't matter  much if you don't have confidence in the putter.  Pros change putters all the time for a variety of reasons.....they get contracts to play a certain brand or they lose confidence in the putter they are using.  But one being "better" than another rarely has anything to do with it.

    • That is a bit hyperbolic, I think. Most despicable is a bit much.  Again, a bit over the top here.  Most athletes are probably closer to being normal human beings than degenerates and avaricious scum.  Just sounds like you want to generalize all athletes because it is easy to do so. Hey, generalizing a subset of a population is entirely a human thing to do. 
    • This is so awesome; my two biggest lifetime hero and the biggest superstars of the past 35 years in golf……both turned out to be the two of the most despicable human beings in professional sports… Between this and everyone whoring themselves out for Saudi Arabia… Used to love golf because I thought they were smarter, better people than the other sports. Turns out a huge percentage of them are total degenerates and avaricious scum like every other sport!

    • This isn't going to show you lateral dispersion at all. It's basically just a radar (for speed) launch monitor. It doesn't measure spin or anything like that. Not even launch direction.
