And yeah, look at the length of his follow-through compared to the length of his backswing. It's not always perfect, but it's usually a good indicator that he's not accelerating much (if at all) at impact.

It's amazing how much better my speed control has gotten since I've changed the length of my backstroke and the effort (or lack of) coming into the ball. Speed control was a semi-glaring weakness for a while.

I don't know that it's accurate.

Most par putts follow a shot where the ball rolled around near the hole, giving a bit more information about the slope there. Most birdie putts are the first short-game shot or putt (i.e. there's no previous information about the slope around the hole).

Certainly could account for a few percentage points.

Yes, this is effective.  Some months ago I questioned this approach cuz I was always one to take it back short and accelerate through and was a pretty decent putter.

I took your advice, especially on longer putts. Was a tough adjustment but I stuck with it because it really did feel right.  As a result my putting has improved dramatically.  Distance control mostly; rarely 3 putt these days.  Thanks for the help!

On longer putts, I sometimes use the swing thought of letting gravity move the putter forward or even "don't accelerate". This helps a lot. I use that on the practice green before rounds too.
