I've seen courses marked both ways, so I don't know how you would judge it.  I've seen the retaining wall as part of the hazard, and I've seen it marked with a line putting the wall outside.  Impossible to be accurate without any more information.

Agreed...but you said it was "impossible to apply the local rule."

I don't think you can disregard it. The decision on whether to grant relief must be based on the judgement call of whether the wall is in the hazard or not, right?

A water hazard is a water hazard whether or not if it's so marked.

An obstruction is thus by Definition.

An obstruction is only ever an intergral part of the course as a result of a Local Rule.

We cannot presume a Local Rule; it's either in effect or it is not.

True, but what defines the margin of the hazard?

True, and that has been inferred above.

The question for this thread is. Are the artificial walls located in the hazard when there are no stakes or lines marking where the water hazard is located at?

Umm, yea we can if they are posted for the region you live in.

That is how I view it. I've been on courses where they marked the wedge of the wood planks. I've been on courses where they marked the rough or maybe fringe area in between the green and the wood planks. I've been on courses where they don't mark the planks at all. Should I assume then if it isn't marked it's not in the water hazard because courses do or don't mark the area to inclusive to the water hazard?

Umm, yea we can if they are posted for the region you live in. 

Umm, no we can't. 'Local' refers to a specific golf course, not a region.

It may well apply to all competitions run by the committee of one organisation on any course.

Local simply means set by the committee. (eg any competition run by the Scottish Golf Union on any course has the 'stones in bunkers' Local Rule in force).

Agreed, but in the scenario under discussion, this was neither a competition nor any kind of sanctioned event where Golf Association Hard Cards applied.

The contact from my local Golf Association told me that I should just assume that all walls like that should be considered part of the hazard.

    • Day 159 1-19 Flow drill while attempting to add arch in wrist on downswing. Not where it needs to be but felt good working on swing flow. 
    • Day 1 (19 Jan 26) - after a week lay-off due to travels, felt great to get in some drills in the backyard today.  Started with lead arm only short pitches focused on squared face and light divot post ball.  Haven’t done this in a while and it showed, with some skulls and slices.  Settled into easy flighted balls - wrapped up with standard two handed swings.  Good restart to the daily drills. 
    • That depends what you do within those two.  Are they your only options?   Check out Fit for Golf if you get a moment.  It's linked on the sidebar;  I did it for two years, stopped for a really bad reason, and I plan to get back to it soon.   Mike Carroll also has a great free podcast about a lot of topics in golf fitness. 
    • Day 19, 1/19.  Finished work in time to spend 25 minutes hitting balls (hit 15) indoors, off a mat, into the net.  Usual focus.    
    • Day 30 - 2026-01-19 Got 10 minutes in on the mat / net working on exagerrating movements I'm working on. And grip. Also worked with my friendly AI to summarize key negative tendencies I have so that I can build a personal checklist to follow. Will do more mirror work tonight.
