Welcome to The Sand Trap! 

At my club in Virginia, we do have a Men's league.  Its run by a small group of members, independent from but in cooperation with the pro shop.  They've decided to base handicapping for the Men's league on scores posted for the Men's league, rather than on the official USGA Handicaps.  Scores are still posted for the official handicap.

Ditto for the comments by @DaveP043 and @boogielicious. Our senior golf club calculates handicaps based on competition scores only for use in our tournaments. 95% of our members only play tournaments run by our club but we use any competition scores posted to GHIN. We use the almost the same formula as GHIN (best 8 of 20, best 7 of 19, best 6 of 17-18, etc.). No hard or soft cap.

The league I play in is similar, but it's run by the course. But otherwise same concept. The course bases our handicap for the league on how we score in the league itself. But we can and most do post their scores toward an official GHIN handicap as well.

 

My bag is an ever-changing combination of clubs. 

A mix I am forever tinkering with.

Do not belong to a club.
However my golf league uses our own handicap (from league play).
A year prior we tried to use the GHIN but it caused issues, as golfers were loading scores from rounds outside of the golf league. While this should not have been an issue, we encountered issues.
First we (the league) maintained the golf league handicap. So league scores were not submitted to GHIN, unless the golfer did so themselves.
Second a few golfers apparently were either much better or much worse when not golfing in the league. SO a golfer in the league who was a 15 handicap per 9 in the league carried a single digit GHIN for 18 holes.  Another golfer who was an actual single digit golfer carried a 12 GHIN. This causes issues when we have flights and play head to head.

Had we had a proshop and someone to enter these scores, we may have been able to work around that. but our Muni does not work that way,

Yeah most think the same, there's two sides that can be argued.
One side think they protect the game by only using scores played in the club.
Others argue, why is my Ghin higher or lower than the clubs index for players.

Under the old system, using 20 scores many players would carry baggage for 2 - 4 seasons and
their index never moved much. To me that's not a player current potential!

The Ghin can be observed by the Mens Committe by simply watching for high movements over a few weeks
which trend upward quickly.

We used to pair spotters with some players on occasssions to see if anything fishy was going on.

    • If you’ve been playing over sixty years that means you’re not as young as you used to be, welcome to the club. Most people I play with are 70+ and we all seem to have issues. Couple of the guys have had cancer, heart issues and strokes but still doing the best they can. But not what they used to. Some are where they probably should just play nine holes because at about fifteen they are starting to struggle quite a bit. My scores are creeping up each year, don’t like it but it’s better than sitting in the recliner. Good luck.
