While you are right that the handicap manual is not as clear as it could be, the point has come up before and members have directed the question to the USGA and Fourputt's answer is what they said was correct.  Someone who is very good at searching here could probably find the past thread(s) where this has come up.  The USGA is pretty good about answering question of this type, although they caution you to not publish their exact response publicly.

So if you want real, can-read-it-for-yourself, confirmation (I would, in your position) you can ask them yourself.  The email address is on their website as I recall.

My memory of that discussion is that it was still undecided. A hole you've begun playing is not a hole "not played under the Rules of Golf."

Seriously, consider a hole where you hit five balls OB. Taking a par because you go on to the next tee is stupid - you could take ESC.

Someone should find that thread… because we could move a few posts from here over to that one.

It seems apparent to me that some will agree, and some will disagree on the right score to post.  One thing I know for certain, it is definitely possible to get an incorrect answer from the USGA.  A couple of months back I had a handicap question that I asked of both the USGA and the VSGA (the Virginia State GA administers the Handicap System for most clubs in Virginia).  The USGA staffer defended and reinforced his response when I asked a couple of follow-up questions. When I got a  differing answer from the VSGA, I posed the question again to both bodies, citing the difference in their answers, and got a correction from the USGA, apologizing that their initial response was wrong.  They're all humans, and humans make mistakes.

Undoubtedly true, and probably the reason that they do not want these responses to inquiries things published.  Actual Decisions get far more scrutiny, I'm sure, than answers to emailed questions.

It was an interesting process, I'll admit.  The initial respondent from the USGA emphasized his initial position when I asked further questions.  When I sent the follow-up email showing the differing response from the VSGA, he then "clarified" his statement, essentially reversing the initial position.  I got a later email from  what I believe to be a superior, who apologized for the confusion.  I'm just glad I asked the VSGA as well as the USGA.  I do wonder if I'd ever have received the correct answer by following up on my own,  without the clout of another Golf Association.  Its human nature to defend one's own statements and opinions, I know that's my own first impulse.
