I'm going with pitching/short game. A week is not long enough to make any significant change in one's long game and putting practice wouldn't improve scores that much.

Better pitching however, can be learned in a short amount of time and can save strokes by simply eliminating 2-pitches and hitting the ball closer to the hole (thus making putting easier).

I would practice the technique, using bounce properly, and map out partial wedge shot zones and distances.

I agree with you on the pitching/chipping. I was going to type in quickie pitching video pitching/chip, use the bounce Utley-Sieckmann but I just went ahead and submitted the post.

Depends on the player's strengths and weaknesses. Could be as simple as stop using driver. I think for me, right now, it would be work on putting for a week.

Well I don't shoot that low and typically don't play on a long course.  I just don't have the distance.  If I played on a long course my score would be somewhere between 100-115.  It would be unlikely that I could get below 100.

The best way to lower one's score is to

(1) Play when the course is not crowded, that way you will feel less pressured.

(2) Take your time and make humble swings (e.g. don't try to kill the ball and instead swing for clean impact).

(3) Play more often.  If you play once a week, play 10 times in the week and keep score.  At the end of the week, keep the lowest score sheet and burn the others.
