Opinions on best "VALUE" ball for a mid handicapper ?

At $15 I'd say the Top-Flite D2 Feels

I'm on the fence on Grumpter's advice. If you are really working on your wedges, a mid-spin ball could help you be more versatile around the green. And, more up and downs will put you below 90.

As others have said, $20 will get you a dozen TF Gamer.V2. Otherwise the TF D2 Feel would be next choice. Get a sleeve of both and see if you can tell any difference. Gamer is a three-piece, seems to stop a bit sooner on partial shots.

Thats kind of what I'm thinking - as I'm at the point of getting together a decent short game around the green, I was just looking to get a better ball that might help put the brakes on chip shots a bit.    A lot of love for the Gamer V2 - I'll definitely check those out...

I'll second the Wilson Staff Zip: it was a worthy alternative of the original Gamer when it came out a few years ago, and they're an absolute steal at the current price of $25 for two dozen balls.

If you really want some type of brakes on partial wedge shots around the green, you need a Bridgestone e5 for the urethane cover.

I forgot, some people like the Burner Tour Ball for its ability to stop on full shots. I've read very good reviews on it. I used it, but still, on partial or finesse shots, nothing stops like a urethane ball.

Well, if we can work outside of the $15 requirement... I'd say Taylormade Burner Tour and Top Flite Gamer v2, in that order. I used to play the v2 but it was displaced from my bag by the Burner Tour. The Burner Tour goes for $22, the v2 for $20. Personally, I spend the extra $2 to get a bit more distance and green stopping power. But if not, the Gamer v2 is my next choice.

Funny you mentioned Bridgestone - a guy at work has 3 boxes of Bridgestone e6's he's going to make me a fair deal on (he apparently went through a major swing change and likes the 330's better now) ... how do the e6's compare to the e5's ?   Thx

The role of the e6 is to reduce sidespin, not give you spin around the greens. In that way, it does not compare to the e5 on finesse shots. The e6 is apparently for golfers who frequently slice or hook and want to reduce that spin. It also offers distance. The new e series has the dimple in dimple for more length and hopefully, better use in the wind.
