The first one is True. The second one I’m not so sure about without peaking, so I will guess False.

We all know that if our ball is in a bunker we cannot make a practice swing that touches the sand in the bunker. However, once the hole has been completed and before we start the next hole we are free to take practice swings in the bunker as long as we don’t unreasonably delay play.

Except the question is about a practice swing.
Rule 5.5b discusses a practice stroke. A stroke is the forward movement of the club made to strike the ball. If there is no ball, is it still a stroke? “Striking a tee or natural object with a club (such as a stone or a pine cone) is not a practice stroke.” (Interpretation of 5.5a/1)

Edit: Looking a little more at Rule 12.2b(3), it allows for touching the sand after the ball is played, without penalty under Rule 12.2b(1). Since Rule 12.2b(1) is where a practice swing is prohibited, I’m going against the consensus and saying true.
