How strong does the wind have to be to affect your swing?

Not your ballflight, your swing? Like below. I would guess 40mph (65 kph)? Also depends on from side or straight on/behind. Does wind blow down towards you from above? Looks like the wind blew from above to the ground for the player in the video below. Would think wind blowing straight in your face is tougher than from target to you.

And what is 4-2, 4-3?

I don't know what the speed might be, but any wind that causes me balance problems. If I can't keep my posture, due to a lack of balance, that's what will bother my swing.

I am going to guess something over 40 mph might cause me grief. I know a few times while standing steady in a wind, an unexpected gust blew out of my stance. 

It matters little which way the wind is blowing, although blowing in line with my shoulders would be better.

Not very strong. That's always affected me more than you'd think it should.

I've played in 30mph gusts and they don't seem to affect my swing, so I'll guess 40+. At some point, balance is an issue and it becomes hard to stand upright, little less swing a club.

Never been affected that way, helps to be stocky and heavy to play Golf in heavy winds, I guess. :whistle:

I will go lower, say 25 MPH.  I find strong wind very distracting and I also try to add some extra zip to my shots which is typically disastrous.

Headwinds are worse than rain. It does not take much for your clothes to feel uncomfortable. if the flag is bent from the wind, you start to second guess yourself at address. Then, bad things happen. 

There is a lot of wind in the afternoons where I live.

Not a lot. Depends if we are talking about physically preventing you from swinging properly, messing with your balance etc., or if we include the mental aspect of it. Just knowing that your pants are waving like flags can make you do funny things while swinging. The mental aspect is especially important if you aren't hitting it too well. When I'm  and hooking, just a small wind can be terrible. If I'm hitting it well, the wind doesn't affect the ballflight as much and consequently makes me play with more confidence. Playing with the wind rather than constantly fear it.

It can be upsetting; but it's always good for a laugh.
