Are they assessing the penalty and does it matter for the contest?

Unknown and no.  If everyone not in holes out their next stroke, he still wins by multiple shots.

I don't think so, unless it somehow DQs Dustin.  He's at -5 or -4 (now -4, they said as I'm typing this) and the only entries with him at #1 were over par, -2, and -4.  If he had parred #18, it would maybe be an issue (I don't know the tiebreaker if he won at -3).
